With 1200 properties already forced to evacuate, the floods in Northern England have quickly risen to a top national priority, even as their status as a national emergency remains hotly disputed.
It has now been confirmed that Boris Johnson will hold a meeting with COBRA later today to determine how best to proceed, five days after floods first hit Yorkshire.
